We receive from time to time communications from
Mr. Stephenson, the Head of the Chinese Customs Office in
London, which, owing to the delicacy of Mr. Stephenson's
position vis-à-vis the Chinese Minister in London, we keep
strictly private. We have recently received one such
communication in the form of a letter from Mr. Maze,
Inspector-General of Customs, to Mr. Stephenson criticising
in detail the amended version of the Hongkong-China
Customs Agreement. We thought it might be useful to you to
see this letter and we have now received Mr. Stephenson's
permission to send you, for your confidential information,
the copy which I enclose herewith.
